Considered Feasibility for Sydney's Planning Environment

Sydney's planning environment can make or break a feasibility. LEP and DCP controls set the ceiling on what you can build. Zoning, heritage overlays, bushfire-prone land, flood overlay and other environmental constraints can erode that ceiling before a DA is even lodged. A property development that ignores these realities loses time and money it can't get back.

We assess planning risk alongside the numbers, including whether your site could move through a complying development (CDC) pathway instead of a full DA merit assessment, where planning regulations allow it. A faster approval pathway changes your holding costs and financial modelling too.

Development Feasibility Wherever You Are In Your Development Journey

APM Services runs development feasibility studies across Sydney and New South Wales, alongside development management. We stress-test a site before you buy it. We check whether an existing DA still stacks up. We work out what a site can deliver, in yield, cost and risk, with project governance from day one.

We run financial feasibility assessments alongside planning risk, not as two reports weeks apart. Every feasibility draws on real delivery experience, the same experience behind the $580 million we've built across some of the country's most constrained sites.

Why Choose APM Services For Your Feasibility Study?

The numbers that decide if a site is worth buying are rarely obvious. Stamp duty, holding costs, professional fees and development contributions can turn a viable-looking site into a loss.

Our difference:

  • Real numbers: construction costs, development costs, holding costs, professional fees and development contributions, modelled together, not a back-of-envelope estimate

  • Planning risk and planning advice built in: zoning, LEP and DCP controls, heritage, bushfire and flood overlay, assessed with the financial modelling, not after it

  • A residual land value you can defend: a highest and best use assessment plus a residual land value calculation that stands up to your financiers or your board

  • Independent advice: no financial relationship with the architect, builder or agent bringing you the site

  • A fast, clear answer: a feasibility that typically takes a few days, not weeks, before you know the real return on investment

Step 3: You Get a Clear Read on Your Project

We cover what your site can deliver, the numbers, the planning risk, and what a full feasibility would confirm.

What Working With APM Looks Like

  • Turned a zero-profit site into a $5 million return, without buying more land

  • Spotted a design change that could have saved $2-3M on one Sydney project, by coordinating structure and services before DA, not after

  • Delivered a DA for around $800,000, where comparable Sydney projects spent $2-3 million
