Trusted by Sydney's leading developers and design consultants
We bring real estate strategy and property advisory experience to every project, alongside government engagement with local councils and state agencies, so planning approvals are managed with the local context in mind.
For developers weighing up commercial property opportunities in a tightening market, local knowledge is often the difference between a DA that gets approved and delays.
Client-Side Project Management With Considered Planning for Sydney
Sydney's planning environment can be challenging for development. Local councils can hold up a development over minor setback or design objections, and DA timeframes, even with recent NSW planning reforms. A property development that isn't planned around these realities from the outset tends to lose time and money it can't get back.
Development Project Management Wherever You Are In Your Journey
APM Services provides development project management across Sydney. We help developers from the early feasibility stage, planning approvals, through to design management, procurement, and construction delivery.
We've delivered over $580 million in built form across some of the country's most constrained and complex sites, working directly for private developers to generate high-yielding assets.
Why Choose APM Services For Your Development
The decisions that determine whether a development is profitable are rarely made on site. They are made months earlier, and by the time they surface as a cost overrun or a stalled approval, they are far more expensive to fix.
Our difference:
Design efficiency: challenging over-design, reducing abortive work, and aligning consultants to a clear scope
Cost certainty: identifying gaps early, stress-testing assumptions, and avoiding budget blowout
Buildability: making sure what gets approved can actually be built
Procurement strategy: choosing the right delivery model to suit risk, market conditions, and complexity
Time: faster decisions, fewer RFIs, fewer variations, fewer delays
HOW IT WORKS
Three steps to a client-side project manager on your project
Step 1: Tell Us About Your Project
Complete the enquiry form with your site details, where you are in the project lifecycle, and what you're trying to achieve. The more detail you give us, the more useful the consultation.
Step 2: We Review Before We Meet
Simon Kassis reviews every submission personally before confirming a time. You get a considered read on your project, not a generic pitch.
Step 3: You Get a Clear Read on Your Project
In the consultation, we cover where a client-side project manager would add value on your specific site and what it would look like in practice.

About Us
Who you'll work with
Simon Kassis is the Managing Director of APM Services and has consulted on Sydney's most complex development sites, spanning new build and complex refurbishment projects.
His career started on the contractor side, as a contracts administrator at Built, before leading the engineering team at Toga on a 194-key hotel at 80 George Street, on a 500 sqm CBD site with light rail construction running alongside it.
He then moved client-side at Generate, representing the client on projects including 333 Kent Street and the DA for Canva's Sydney headquarters, before co-founding APM Services.
Client-side project management, in our view, only works if the person doing it has sat on both sides of the contract. That's the experience that shapes how we approach every project.
Frequently Asked Questions
The questions we get about development management
-
APM Services scopes its fees to each project's size and stage rather than charging a fixed rate, and the first consultation is free. Value is measured in yield protected, costs avoided, and approvals secured, rather than a fixed percentage promised upfront.
-
A development feasibility with APM Services typically takes a few days once site details are provided. This confirms whether a project stacks up financially, what the site can deliver, and what the next steps should be before further capital is committed.
-
APM Services works with private developers across Sydney on commercial, residential, industrial and land subdivision projects. This includes developers assessing a site before purchase and those seeking a second opinion on a project already underway.
-
Yes. APM Services has redesigned developments within their existing footprint to increase yield. On one Sydney project, this involved taking a 21-apartment scheme to 28 apartments on the same site, verified by an independent quantity surveyor before construction began.
-
Simon Kassis, Managing Director of APM Services, reviews every enquiry personally before confirming a consultation time. The consultation covers where a client-side project manager would add value on the specific site and what that involvement would look like in practice.
